Maybe this helps: I have this problem on a Linux Mint 19.3 with kernels
4.15.0-142, 4.15.0-154, and 4.15.0-158 - those are all the kernels on my
system after I upgraded to 19.3.
I managed to delete the password for the user, but the problem still
persists. I can't log in via tty1.
(Due to a different issue with a graphic driver, I can't log in via GUI
either. I was hoping to fix that problem after loggin in via tty1,
alas... This means my system is shot.)

After this being displayed three times:
"Too many failure" or so and login is restarting.
You cant login at all. Only solution: clear the password for the
account you want to login with.
