Did you actually set the relevant environment variable and test it?

Title:
[feature request] add a proxy CLI option to debootstrap

Status in debootstrap package in Ubuntu:
  Incomplete

Bug description:
debootstrap connects to the Internet but provides no proxy option, and
the man page makes no mention of whether the http_proxy environment
variable is honored. Ideally, Tor users would benefit most from
SOCKS4a support. I suggest modeling after cURL ("--socks4a
  127.0.0.1:9050").
