This occurs on Ubuntu 21.10. It reproduces when not connecting to the
internet during installation.

  Confirmed

Bug description:
  When installing Ubuntu, when the timezone selection is presented,
  either when Singapore is selected on the map, or when "Singapore Time"
  is typed into the input box, ubiquity configures an Indonesian locale,
  ie id.archive.ubuntu.com, and selects GMT+9. This should be GMT+8 and
  sg.archive.ubuntu.com.
