FWIW, the bug status should have been Won't fix and not Invalid, as the
main bug. It's unfortunate your use case broke.
Mixing multiple Ubuntu instances on a single machine is problematic (as
there can only be one grub installed), and having both i386 and amd64
installed does not make it easier. My suggestion would be to install one
Ubuntu in amd64, and if you need i386 instances of older versions, to
run them in virtual machines, for example, using multipass.

Bug description:
I have 2 32-Bit Ubuntu instances on my machine:
16.04 ESM
18.04
Because it is a 64-bit UEFI machine, I have to use 64-bit Ubuntu to install grub-efi-amd64-signed.
I used ISO media version 18.04.4.
The included GRUB version is: 2.02-2ubuntu8.14
With this version both 32-bit Ubuntu instances can be booted successfully without problems.
But when I update to the latest security update, I can no more boot the 32-bit instances and I get on the GRUB screen:
"kernel doesn't support 64-bit CPUs"
This comes from GRUB version 2.04-1ubuntu44.1.2.
This is a REGRESSION, and because I cannot use the latest security
updates, this is a security issue!
