Not all applications fetch the date format from the locale. I don't know
about Dolphin, but maybe it has an own setting option for the purpose.
Another possibility is that the date format is treated as a
"translation", i.e. some format is specified as a translatable string,
and then it can be modified via a translation.

So Dolphin not recognizing your desired format does not mean that your
proposed change is incorrect.

Bug description:
  The correct date format for id_ID is: %d-%m-%Y (23-12-2021 for December 23rd 2021)
  The correct time format for id_ID is: %H.%M.%S (23.59.59 for 11 o'clock and 59 minutes and 59 seconds at midnight)

  I'm on Kubuntu 21.10
