This is claimed to be fixed with LP: #1955109 but it didn't seem to work
in my usecase. Maybe it's not actually doing everything it needed to.

Test Case 1:
------------
0. Install Windows
1. Use the latest Ubuntu 22.04 daily image to install Ubuntu
Expected:
The boot menu list includes Windows
What happens instead:
The system boots directly into Ubuntu without showing the grub screen since Ubuntu is the only available system.
Test Case 2:
------------
Same as Test Case 1 except I used Fedora 36 Beta instead of Windows

I did Test Case 2 yesterday in VirtualBox. Sorry I wiped the install because I needed the hard drive space back already. But it's easily reproducible if you have the time to do the 2 installs.

A few different options were suggested such as having the Ubuntu
installer run something like os-prober once during the install only as
a balance between making dual boot reasonably accessible to our users
while tightening the system security compared to previous Ubuntu
releases.
But as far as I can tell, nothing was actually implemented from that
discussion. And I guess this workflow has been undertested so far this
release cycle.
