Well your system is messed up, and it seems to be somehow python
related.

I would recommend that you simply reinstall. If you really want to solve
the problem, you may want to seek support. But don't go to Ask Ubuntu,
because the development version is off topic there.

In any case I see no language-selector bug, so closing.

  I'm using Ubuntu 22.04 beta.
  This is the output of apt:
