Title:
  amd pstate driver, scaling_max_freq has no effect after wake from
  suspend

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  $ lsb_release -rd
  Description:	Ubuntu 21.10
  Release:	21.10

  $ uname -r
  5.17.3-051703-generic

  Using the amd_pstate driver for a ryzen cpu.

  What i expected to happen:
  Setting a low limit for scaling_max_freq and waking the computer from suspend.
  The scaling_cur_freq should be below or equal this level.

  What happened instead:
  The scaling_cur_freq goes above the allowed limit.
