Yes, this is a deliberate decision to not support zsys in 22.04 LTS.
Zsys provides additional services on top of ZFS, but is not required for
ZFS to function.

  Ubuntu 22.04 zsys is not installed

Status in ubiquity package in Ubuntu:
  Invalid

Bug description:
  QA Testing: Install (entire disk with ZFS) in Ubuntu Desktop amd64 in Jammy Daily 
  Daily Build 2022/04/14  Apport will not collect information due to ZFS package is missing.
  Filed this bug report manually instead.
  Terminal Output:
  $ zsysctl show
  Command 'zsysctl' not found, but can be installed with:
  sudo apt install zsys

  Everything works excellent. Just missing the ZFS package
