Bug reporting is mostly about finding & fixing problems thus preventing

You've tagged this is a `ubuntu-release-upgrader` issue, ie. related to a `do-release-upgrade` command that upgrades your release to aonther; a command you don't appear to be asking about. 

FYI: `apt upgrade` does NOT perform all upgrades (refer to manual) with
some packages requiring `full-upgrade` (or `dist-upgrade`) where removal
of packages are required. If you have removal of packages; it's likely
the result of 3rd party packages you've installed & thus I'd suggest
seeking support.

No `do-release-upgrade` logs were provided, so I've changed this bug to
'incomplete'.

It could be I've missed something, if so please leave a comment as to
why, but were you trying to release-upgrade to a later release as your
bug filing? as I feel you'd benefit from support & exploration of your
3rd party packages.

If you believe I'm in error, you may return the status to "New" after
leaving a comment explaining why, or you could convert this bug report
into a question (ie. seeking support)

Bug description:
  This packages appeared to be upgraded, when attempting to upgrade it
  trough discover, a message appeared saying that kubuntu-desktop and
  ubuntu-release-upgrader-qt will be removed. Trough the terminal, they
  aren't upgraded trough `sudo apt upgrade`, but instead trough `sudo
  apt dist-upgrade`.
