Changing it would require some design work. Changing the label from'
settings' to 'Settings & Livepatch' was an easy way to get livepatch
mentioned but isn't a great user experience indeed. I wouldn't consider
it as a rls issue though, the features advertized are available in the
interface even if the tabs aren't the most obvious UI elements

Bug description:
If livepatch is supported on the running release but is not enabled,
update-manager changes the text of the 'Settings…' button to 'Settings
& Livepatch…'. However, clicking on the button takes the user to the
'Updates' tab of software-properties-gtk, which includes no livepatch
settings. To get to the livepatch settings, you have to notice the
separate 'Livepatch' tab at the top of the window. This is
suboptimal.
