I observe the same behavior as described: even when "Automatically check
for updates" it set to "Never" in "Software & Updates" I periodically
get prompts about updates to install. This on Jammy and with update-
notifier 3.192.54.
(User story: I update manually often enough, and I normally run the
devel release, so I prefer to chose the moment when to install updates.
The notification isn't really useful in my case.)

Bug description:
I have "automatically check for updates" in Software & Updates set to
Never. This is not respected, since the software updater window pops
up regularly prompting about new updates.
Technically it could be that it's literally respected, since it's
possible that the updates shown to me are the result of some random
manual apt update command that was run by me a week earlier, but it's
hardly what I expect. I expect to never be bothered by a disruptive
popup (to put it mildly -- it's not a small window) when having set
this option to Never.
There are more options in Software & Updates, like what to do when
there are security/other updates, but none of those drop-down menus
offer me anything even remotely close to "do nothing", so I'm forced
to resort to the above option *just to not get disturbed on a
schedule*.
I'm not interested in automatic updates of any kind, so that is not a
solution to not being disturbed.
