I assume this is for the new implementation in 2.4.6. This is
unfortunately not feasible as the code works the same way as upgrades
held back for other reasons.
Some hacks could be added that improve this in most situations but that
also requires significant refactoring and does not solve all the cases.
The key take away is that there is a difference between how many
packages are upgradable themselves and how many packages can actually be
upgraded.
We can make the former more correct, if that is also implemented for
other holds, I don't know, but there can always be a difference that you
see n available upgrades, but only k are actually upgradable.

when opting out of phased updates, apt still tells me that there are
updates.
Expected behaviour: should hide those updates.
