so, motd tells me 0 updates, but an apt update already shows me that
there are updates. apt upgrade /apt full-upgrade tell me that anyway.

Bug description:
  when opting out of phased updates, apt still tells me that there are
  updates.

  Expected behaviour: should hide those updates.
