[Bug 1984142] [NEW] upgrade from version 18 to 20 crashes due to issues with PPA packages. Purging didn't solve it

I had two PPA repositories

ppa:umang/indicator-stickynotes
- without any packages installed

ppa:yannubuntu/boot-repair
- with packages installed

purged both of them but the issue remained
