Public bug reported:
Backport python 3.11.0 to jammy.
Regression potential: 3.11 is not used by default, and not used as any
build dependency. Therefore the potential is very low.
Validation: python3.11's test results show no regressions, and the
packages are successfully built.
This is similar as the Python 3.9 backort to 20.04 LTS (see LP:
#1899954)
