The problem appears to be that you have the PPA
https://launchpad.net/~ubuntu-toolchain-r/+archive/ubuntu/test enabled.
E.g., this line from VarLogDistupgradeAptlog.txt:
lib32stdc++6:amd64 Depends on gcc-12-base:amd64 < 12.1.0-2 @ii mK > (=
12-20220319-1ubuntu1) can't be satisfied!
Please try disabling that PPA and use the `ppa-purge` tool to remove the
versions installed from that PPA, so that your toolchain packages are
from the official focal archive. After that, please try the upgrade
again.
