debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by
another process: Resource temporarily unavailable

So what has the database locked? This database is part of the packaging
system.  It is not allowed to run two instances of apt or dpkg in
parallel, so something outside of the package manager has a debconf
session open that is breaking your upgrade.
