[Bug 1986842] [NEW] 20.04->22.04 upgrade does not address /etc/apt/sources.list.d/docker.list

Public bug reported:

Just upgraded from 20.04 to 22.04, and after the upgrade, 
/etc/apt/sources.list.d/docker.list
still contained 
>deb [arch=amd64 signed-by=/etc/apt/keyrings/docker.gpg] https://download.docker.com/linux/ubuntu   focal stable

that 3rdparty list should *either* have been disabled, -or- been
upgraded from focal to jammy

.. not sure what can/will happen when using a repo designed for focal in
jammy, but i guess it may cause trouble.
