I have had the same problem in Linux Mint 21. Workaround of uncommenting
GRUB_TERMINAL=console in /etc/default/grub worked for me.

It seems from the above comments that this has been an issue for some
time and it is not being looked into by the developers. They surely
underestimate the degree of frustration it can cause.
