A fresh install might work but an upgrade doesn't:

Unpacking amd64-microcode (3.20220411.1ubuntu2) over (3.20191218.1ubuntu2) ...

The breaks/replaces linux-firmware version in amd64-microcode is wrong,
as vorlon pointed out. It should be (<< 20220819.git8413c63c-0~).
