Title:
  [22.10 FEAT] zipl: Site-aware environment block (s390-tools)

Status in Ubuntu on IBM z Systems:
  Fix Released
Status in s390-tools package in Ubuntu:
  Fix Released

Bug description:
Enable a Linux on IBM Z admin to create a zipl configuration file that
enables different kernel parameters depending on the IPL site

Enables the ability to prepare a Linux installation that can be booted
on multiple systems with different kernel parameters without modifying
the configuration. This is required for example for DR-setups where
all Linux volumes are constantly mirrored to a secondary site, where
kernel parameters (e.g. root statement, CCW device IDs, WWPNs, LUNs)
are different from the primary site.
