* debian/rules: Build with --with-link-size=3 on ppc64el to avoid "regular
expression too large" errors (LP: #1987850).

I also confirmed that doing a no-change-rebuild of siridb-server
against pcre2 10.40-1 has this issue, so it was not introduced by the
recent siridb-server upload.
