You have python3.10 3.10.6-1+focal1 installed, which is probably from
the deadsnakes PPA
(https://launchpad.net/~deadsnakes/+archive/ubuntu/ppa). This is
preventing the upgrade from being calculated:

 Installing python3.10-dev as Hängt ab von of python3-dev
    python3.10-dev:amd64 Hängt ab von on python3.10:amd64 < 3.10.6-1+focal1 @ii mK > (= 3.10.4-3ubuntu0.1) can't be satisfied!

It looks like you have disabled this PPA since installing these
pacakges, so the ppa-purge tool may not help. Instead, please downgrade
python3 to the latest version supported in focal:

$ apt install python3=3.8.2-0ubuntu2

After that, please try the upgrade again.
