Bug description:
[ Impact ]
The HSS v2022.10 firmware supports resetting the Polar Icicle Kit
development board via SBI. We should enable the reset command. An
upstream patch for the defconfig is available:

This patch only affects the u-boot-microchip package.
We plan to provide a Jammy image with the Ubuntu 22.04.1 release. This
change already is in Jammy proposed. If a user upgrades from Jammy to
Kinetic, this should not downgrade the experience.
[ Test Plan ]
Install U-Boot on the PolarFire Icicle Kit.
Check that the reset command in U-Boot can be used to reset the board.
Check that the board boots properly after reset.
[ Where problems could occur ]
Resetting the PolarFire Icicle Kit board from U-Boot might fail.
Resetting from Linux directly calls into OpenSBI and therefore is not
affected by the change.
