[Bug 1999551] [NEW] glibc: backport AArch64 memcmp improvements

[impact]

glibc 2.37 contains a number of improvements to the memcmp routines for
server-grade AArch64 implementations (in particular, graviton3). They
should be backported to jammy and focal, as the LTS releases are by far
the most used on servers.

[Regression potential]

This could potentially impact performance on other, non-server-grade
arm64 platforms such as RPi. We'll need to run tests against such
machines to check impact.
