[Bug 1959922] [NEW] Laptop freezes on reboot or shutdown

Public bug reported:

HP Elitebook system freezes with the blank black screen. No reaction on
keys and only can be solved with the forced power off via a long press
of the power button (30 sec). Turning ACPI off for grub solves the
issue, but then the system runs on a single thread. Attempting to turn
off via BIOS results in a consistent crash. Not helping either if
attempting via PCI.
