3845c082bc54 block: avoid to quiesce queue in elevator_init_mq
59514c007c4a blk-mq: cancel blk-mq dispatch work in both blk_cleanup_queue and disk_release()

The 59514c007c4a change is a pre-requisite for 3845c082bc54. Both were
part of the 2022.01.05 stable update (bug 1956508). The problem is
likely that in 5.13 we still have a call to blk_free_devt() in
disk_release(). This was after a rework moved into
fs/block_dev.c:bdev_free_inode() by:

Bug description:
  This is a scripted bug report about ADT failures while running systemd
  tests for linux/5.13.0-29.32 on impish. Whether this is caused by the
  dep8 tests of the tested source or the kernel has yet to be
  determined.
