It's possible you had a bad write to your installation media or for some
other reason its contents could not be read correctly. When having such
problems you should check the integrity of the image from the installer
boot menu, and if this confirms that the media is corrupt you should try
re-writing the image to your media (and possibly re-download it).
However, please note:
Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29, 2021.
You need to install a supported release of Ubuntu. See this document for
currently supported Ubuntu releases: https://wiki.ubuntu.com/Releases
