Has this issue been resolved?

Why should lsb depend on Qt?  Sounds wrong.

  Incomplete

Bug description:
  Binary package hint: lsb-desktop

  Install Ubuntu 10.10 (x86_64)
  Installed "lsb" keystone
  Attempted to run our beta 4.1 tests, and the precheck, as well as libchk report the absence of libQtNetwork.so.4.
  libQtNetwork was also required by LSB-3.2 and LSB-4.0

  stewb at ubuntu1010-64:~$ lsb_release -rd
  Description:	Ubuntu 10.10
  Release:	10.10

  stewb at ubuntu1010-64:~$ apt-cache policy lsb-desktop
  lsb-desktop:
