[Bug 1960359] [NEW] ubuntu-restricted-addons package not installed

Public bug reported:

I installed Ubuntu 20.04 LTS and 21.10 today to test some SRUs. I chose
the full install option with the option to install extra drivers and
multimedia support.

After the install, ubuntu-restricted-addons was not installed but the
packages it recommends were. And since they were "automatically"
installed, they were auto removable.

Having them be auto removable is bad because a user can have those
packages uninstalled which isn't what we intended.
