The action buttons at the bottom do what they describe. If you click on
the notification itself there is no action associated at the moment,
which means it's dismissed. Where it gets confusing is that gnome-shell
queue it in the indicator queue but there is no action there so it's
useless.

We would have a few options there, let's ask design for input

- set a default action to open the UI, which would means clicking on the notification background or in the queue would opens software properties
- set a default action to open the website as suggested in the description
- use a persistent action so it does not autovanish and doesn't get stacked in the shell popdown

Bug description:
  When you click on the Ubuntu Pro notification, nothing happens. I
  would expect it to open the user's default browser and take them to
  some product page with more information. See attached video.
