I used the 20.04.3 amd64 desktop ISO. If it's already fixed in 20.04
dailies and for 22.04, then we can close this bug since there's
(probably?) nothing that can be done about 20.04.3 and 21.10.

  ubuntu-restricted-addons package not installed

Bug description:
  I installed Ubuntu 20.04 LTS and 21.10 today to test some SRUs. I
  chose the full install option with the option to install extra drivers
  and multimedia support.

  After the install, ubuntu-restricted-addons was not installed but the
  packages it recommends were. And since they were "automatically"
  installed, they were auto removable.

  Having them be auto removable is bad because a user can have those
  packages uninstalled which isn't what we intended.
