Bug description:
  Starting with Ubuntu Server 22.04 ppc64el is compiled for Power 9 processors.
  Prior to 22.04 it was/is compiled for Power 8 processors.
  Hence P8 processors are not able to run, install or upgrade to jammy.

  So do-release-upgrades on a Power 8 system from last LTS (focal) or
  last non-LTS (impish) <afaik these are the only two supported options>
  to jammy should be prevented.
