[Bug 1767054] [NEW] suggest default keyboard based on language

When running subiquity, after selecting the Polish (Polski) as the
language, the next screen's keyboard configuration seems to be pointing
at the English (Angielski (USA)) keyboard layout by default instead of
the Polish one. From what I see all languages actually just use the
English keyboard by default - this should be changed to use choose one
based on locale (like per keyboard-configuration in console-setup).
