Public bug reported:

While testing 20.04.4, performing the test case for riscv64 qemu, one of
the tests was to type 'hello' and expect the command-not-found message
(with installation instructions). That did not happen. Got the usual
error instead:

$ hello
hello: command not found
$

** Affects: command-not-found (Ubuntu)
     Importance: Undecided
         Status: New
