[Bug 1956769] [NEW] Add full test-suite run to autopkgtests

Public bug reported:

As part of the MIR for raqm (LP: #1951069), it was noted that
autopkgtest is currently only building the package, not running the full
test-suite. The full test-suite (which includes interactions with other
libraries) should be executed to catch regressions caused by changed
dependencies.
