[Bug 1957456] [NEW] Shutdown fails to shutdown completely

Description:	Ubuntu 20.04.3 LTS
Release:	20.04

HP All-in-One-24 Desktop machine
AMD® A9-9425 radeon r5, 5 compute cores 2c+3g × 2

During shutdown everything turns off except fan runs quietly and the power light never goes out.
I have to manually hold down power button to get it to completely shutdown

During Reboot it gets to above state and never reboots.

The above problem started in early December 2021.
