Title:
Update raspberrypi-userland to current upstream release

Status in raspberrypi-userland package in Ubuntu:
  Fix Released

Bug description:
Our raspberrypi-userland package is quite out of date and needs
bumping to the current upstream release to fix several issues
(including LP: #1944541). However, this will also mean the removal of
all mmal based utilities on the arm64 architecture (these were
stripped out of upstream just after our current veersion).

Theoretically, libcamera is the replacement for the legacy (mmal
based) camera utilities. Investigate the current state of libcamera
and whether any patches from upstream are required there, then bump
the package to the test version in ppa:waveform/userland
  (0~20211012+git0093675-0ubuntu1).
