Hello and thanks for your bug report. While you hit this issue while
upgrading clamav-freshclam, those hashfiles are owned by ucf(1), so I'm
reassigning the bug to the ucf package.

There isn't really enough information here for a developer to confirm
this issue is a bug, or to begin working on it, so I am marking this bug
Incomplete for now. If you can provide exact steps so that a developer
can reproduce the original problem, then please add them to this bug and
change the status back to New. Thanks!

  When upgrading my email server:

  Setting up clamav-freshclam (0.103.5+dfsg-1~20.04.1) ...
  Replacing config file /etc/clamav/freshclam.conf with new version
  cp: '/var/lib/ucf/hashfile.5' and '/var/lib/ucf/hashfile.6' are the same file
  dpkg: error processing package clamav-freshclam (--configure):
   installed clamav-freshclam package post-installation script subprocess returned error exit status 1

  I chose to install the package maintainers configuration
