python-minimal in version 2.7.11 is not part of focal or even bionic.  I
have to conclude you were running either third-party packages or
attempted an unsupported upgrade path.  I guess you were going straight
from xenial with version 2.7.11 and haven't even been upgraded to
xenial-updates to focal, that is not a supported path without going
through xenial-updates then bionic-updates and finally focal.

Closing as invalid.
