By checking the attached files at:

I noticed that the ssh server failed to restart because systemd's
ExecStartPre failed. The failed command was "/usr/sbin/sshd -t", which
checks your configuration files.

>From https://launchpadlibrarian.net/610065825/SSHDConfig.txt, I see that
the permissions on your keys are being rejected by sshd:

Permissions 0670 for '/etc/ssh/ssh_host_rsa_key' are too open.
It is required that your private key files are NOT accessible by others.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
rather than a problem specific to your system, and then change the bug
status back to "New".
