Triggered a manual PROPOSED=1 cdimage build of live-server focal for
amd64+intel-iot and got a successful build as a result:

...so we can consider this bug verified!

Bug description:
  [Impact]

  Per product management, we want to build test server-live (subiquity
  installer) images for 20.04 intel-iot. Only for focal for now, so this
  change should not be needed in further series, for now.

  [Test Case]

  Attempt to build ubuntu-server SUBARCH=intel-iot images on cdimage,
  which should result in a bootable CD image.

  [Regression Potential]

  Could possibly affect server image builds, pulling in the wrong kernel
  or making them fail to build.
