This machine needs grub-pc (it doesn't have Efi).

As far as I can tell, the upgrade got hung up on installing grub-efi-
amd64-signed.

I force removed grub and installed grub-pc.  The system just rebooted
successfully into 22.04:

Workstation7:~# lsb_release -rd
Description:    Ubuntu 22.04 LTS
Release:        22.04

apt-get update
apt-get upgrade
   :
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

I haven't yet found any issues, but I'll keep looking... ;)
