I don't think there is anything to fix here. The translations of the
"Software Updater" string are provided by the Ubuntu language packs, and
in your case you need to have the language-pack-gnome-zh-hans{,-base}
packages installed.

$ echo $(LANGUAGE=zh_CN gettext -d update-manager 'Software Updater')
软件更新器

Bug description:
  I set the current environment language to Chinese, but when I add a
  shortcut to the desktop it shows English, I think I need to add the
  Name[zh_CN] field to the desktop file of this application
