  [SRU] Add support for RISC-V images

Bug description:
  [Impact]

  We must add support for building RISC-V images in 22.04.1 for the
  VisionFive and the Nezha boards.

  [Test Plan]

  Build images for both boards and test them on real hardware.

  [Where problems could occur]

  The RISC-V enablement patchset must not disrupt other images build to
  avoid any regression for other arches, but it only introduces RISC-V
  specific parts using new subarchs and the small generic portions of
  code that were touched were reviewed.
