I'll be dropping libregexp-ipv6-perl back to a Suggests in Ubuntu, to
avoid it blocking proposed-migration any longer. We might (hopefully) be
able to get that back in sync with Debian in the future.
We're not going to MIR this, so I'll mark it WONTFIX.

Bug description:
libregexp-ipv6-perl has been upgraded from a "Suggests:" to a
"Depends:" (from src:liburi-perl), due to a bug in "apt-cacher":

The discussion on the bug report suggests, that this might not be the
correct/final fix. We should wait for the discussion to settle in
Debian, as most probably it can be dropped back to a "Suggests:" (and
be fixed in apt-cacher, instead) and won't need an MIR.
