  version number inversion

Status in rustc package in Ubuntu:
  New

Bug description:
  Hello, at the moment Jammy rustc has a lower version number than
  Impish, Focal, etc:

   rustc | 1.58.1+dfsg1~ubuntu1-0ubuntu2               | jammy                    | source, amd64, arm64, armhf, i386, ppc64el, riscv64, s390x
   rustc | 1.59.0+dfsg1~ubuntu1~llvm-1~ubuntu1~20.04.2 | focal-security/universe  | source, amd64, arm64, armhf, i386, ppc64el, s390x

  Having a lower version number will complicate the upgrade process,
  unless do-release-upgrade is prepared to uninstall or downgrade the
  package as part of the process.
