<< 12 because of PAGES_TO_BYTES to MB

(gdb) p total_pages

/* By default, request a quarter of the available memory.  */
required_pages = (total_pages >> 2);

Thus, in my qemu, 2G / 4 = 500M.
If lucky, then it can reach 500MB file.

and I built a test efi for anyone who wants to test:

Which can fix my problem in qemu.

the next action from me is to find the problematic machine to test.

Since EFI is related to secure, please don't help to test if you don't
know what it is for.

If anyone is interesting, then I suggest to put it in /boot/efi/EFI/ubuntu/ and use something like:
"sudo efibootmgr -c -L "Jeremy boot lp1842320" -l "\EFI\ubuntu\grubx64.efi.lp1842320" -d /dev/nvme0n1p -p 1"
to create a new entry to test.

Bug description:
  Upgraded from 19.04 to current 19.10 using "do-release-upgrade -d".
  Can still boot using the previous 5.0.0-25-generic kernel, but the
  5.2.0-15-generic fails to start.

  On selecting Ubuntu from Grub, the message "error: out of memory." is
  immediately shown. Pressing a key attempts to start boot-up but fails
  to mount root fs.

  Machine is HP Spectre X360 with 8GB RAM. Under kernel 5.0.0, free
  shows the following (run from Gnome terminal):
