so basically, EFI_BOOT_SERVICES.AllocatePages() should able to allocate
>4GB memory pages for grub[1].
After apply the patch, my qemu environment get extra 2 GB memory (using
-m 6G) and the issue is gone.
According to efi is a binary which has secure concern, if someone interesting to test. Here is test grubx64.efi
https://people.canonical.com/~jeremysu/lp1842320/
This binary built with debug_symbols, enalbe_mm_debug, etc.. without
strip.
Suggest to test this binary by using something like:
"sudo efibootmgr -c -L "LP1842320 test efi" -l "\EFI\ubuntu\grubx64.efi.test" -d /dev/nvme0n1 -p 1" to prevent break your system.

Bug description:
Upgraded from 19.04 to current 19.10 using "do-release-upgrade -d".
Can still boot using the previous 5.0.0-25-generic kernel, but the
5.2.0-15-generic fails to start.
On selecting Ubuntu from Grub, the message "error: out of memory." is
immediately shown. Pressing a key attempts to start boot-up but fails
to mount root fs.
Machine is HP Spectre X360 with 8GB RAM. Under kernel 5.0.0, free
